FIRST NATIONAL JUDICIAL PAY COMMISSION

To improve the deteriorating service conditions of judges all over India, an All India Judges Association (AIJA) was formed in 1985. This newly formed Association filed the historic Writ Petition (Civil) 1022/1989) before the Hon’ble Supreme Court of India seeking relief relating to improvement of service conditions of subordinate Judicial officers all over the country. The untiring and dedicated work of in-service officers of AIJA helped in bringing about qualitative improvement in the service conditions of judges at the District Court level. Finally on 21.03.1996, the Government constituted the First National Judicial Pay Commission (FNJPC) under the Chairmanship of Hon’ble Mr. Justice K. Jagannatha Shetty, former Judge of the Supreme Court of India.
The Commission submitted its report to the Government and Supreme Court on 11.11.1999 which favourably shaped the service conditions of the judges of subordinate judiciary throughout India. This Report was accepted with some modifications by the Hon’ble Supreme Court in its judgment (2002) 4 SCC 247. Pursuant to this judgment some widespread changes in the working conditions of Judicial Officers were made but there still remained more to do.
