JUSTICE PADMANABHAN COMMITTEE

At this juncture, few retired judicial officers felt the need for formation of a Central Organisation of retired fraternity to promote the general welfare of the Retired Judges/Judicial officers and their families and to supplement the efforts of AIJA. Therefore, the All India Retired Judges Association was formed and registered on 28th August, 2009 with its headquarters at Hyderabad.
At the State level, former judges associations were formed from time to time. As stated above, the Society for Former Judges Association Rajasthan Jaipur was formed and registered on 4th October, 2007 under the Rajasthan Societies Registration Act, 1958.
In the same chain of events, on an I.A. No. 244 of 2009 in W.P.(C) 1022 of 1989, the Hon’ble Supreme Court appointed hon’ble Mr. Justice E. Padmanabhan, Retd High Court Judge of Kerala as One-Man Committee for the upward revision of scales of pay scales of members of subordinate judiciary. The Society for Former Judges Association Rajasthan had presented a detailed note before the Hon’ble One-Man Committee at Delhi and had argued the case before Hon’ble Mr. Justice E. Padmanabhan at Delhi on behalf of the pensioners of Rajasthan. The Hon’ble One-Man Committee submitted its report on 17.07.2009 which was accepted by the Hon’ble Supreme Court effective from 01.01.2006 by various orders made between July and September, 2010. The recommendations of the Hon’ble Justice Padmanabhan were accepted and implemented by the State of Rajasthan.
The case of revision of past pensioners who had retired between 01.01.1996 to 31.12.2005 was successfully pleaded before the State Government and the Government has filed a compliance report in the Supreme Court by way of affidavit on 28th February, 2023.
