SECOND NATIONAL JUIDCIAL PAY COMMISSION

Later, after the appointment of Seventh Central Pay Commission for further revision of pay scales of other Government servants, the All India Judges Association filed W.P. No. 643 of 2015 before the hon’ble Supreme Court for reviewing the service conditions of the judicial officers also. Accordingly, the Second National Judicial Pay Commission (SNJPC) was constituted under the Chairmanship of Hon’ble Mr. Justice P. Venkatarama Reddy, former Judge of the Supreme Court of India and hon’ble Mr. Justice R. Basant, a former Judge of the Kerala High Court to be the Member of the Commission.
The Second National Judicial Pay Commission submitted its Report in four Parts to the Hon’ble Supreme Court. The first part relating to Pay, Pension and Allowances was submitted on 29th January, 2020, the Second Part relating to Permanent Mechanism on 31.1.2020, Part III Supplemental Report on 13.04.2021 and finally Part IV of the Report on Work Methods and Work Environment in February, 2022.
On this, the Hon’ble Supreme Court directed the respective State Governments and Union Territories to file their responses with respect to each recommendation. After considering the Report of the SNJPC, the objections of the Union and the State Governments and the submissions of the learned amicus curiae, the Hon’ble Supreme Court, by its orders dated 27.07.2022, accepted the revision of pay structure as recommended by SNJPC, with effect from 01.01.2016.
Similarly, by its orders dated 19th May, 2023, the Hon’ble Supreme Court accepted the recommendation of SNJPC relating to hike in pension for Judicial Officers and laid down a timeline for the Governments to pay pension as per the enhanced pay scale.
Pursuant to these directions, the State of Rajasthan is the First State in India that has substantially implemented the directions of the Hon’ble Supreme Court in the given timeline. The Government Order on revision was passed on 13th July, 2923 and the Final Revised Pension Pay Orders were released from 3rd August, 2023.
The Hon’ble Supreme Court of India is deliberating on the remaining recommendations, including upward revision of various allowances, of the Second National Judicial Pay Commission.
